Justine Paul is a SPEP™ Implementation Specialist with EPIS, where she supports Pennsylvania’s Juvenile Justice System Enhancement Strategy (JJSES). In her role, she partners with county juvenile probation departments and service providers to strengthen programs and improve outcomes for youth involved in the justice system.
With more than 25 years of experience working with youth and families, Justine is passionate about helping programs reach their full potential. Her career began in direct care, supporting residential treatment, mental health, and family- and school-based counseling services. Before joining the EPIS team, she spent 19 years with the Pennsylvania Bureau of Juvenile Justice Services (BJJS), focusing on program evaluation, quality improvement, and technical assistance for Youth Development Centers and Secure Treatment Units.
Justine became part of the SPEP™ Learning Community in 2015 after completing training through Vanderbilt University. She holds a bachelor’s degree in Human Development and Family Studies (HDFS) from Penn State University.
